Chief Thomas J. McLoughlin began his law enforcement career with the North Haven Police Department as a Police Cadet in 1978. During his thirty-five year career, Chief McLoughlin rose through the ranks to become Chief of Police in 2011. He is the first North Haven Officer to ever hold every rank within the department; Police Cadet (1978), Patrol Officer (1980), Sergeant (1987), Lieutenant (1989), Captain (1999), Deputy Chief of Police (2006) and Chief of Police (2011). Chief McLoughlin has worked in nearly every division within the police department and he has served in a variety of assignments including; Patrol, SWAT, Division Commander of Uniform Services and Investigative Services, Public Information Officer, Training, Internal Affairs, Budgeting and Strategic Planning. Chief McLoughlin is a graduate of North Haven High School (1977) and the University of New Haven, earning a Bachelor of Science Degree in Law Enforcement Administration (1992) and a Master’s Degree in Business Administration (2007). The Chief is also a graduate of the FBI National Academy Session 206 (2001), and he was the first North Haven Officer to attend the National Academy since Sergeant Walter Gawrych in 1951. The Chief resides in North Haven with his wife Lori.
